Manawatu Inland Port Access Arrangements

Overview Manawatu Inland Port is committed to the highest principles and standards of safety, operational excellence, customer focus and continuous improvement.

1.Site Safety Requirements

  1. Manawatu Inland Port places the utmost importance on on-site safety for all employees, contractors, and visitors who access the site. We take a stance of zero tolerance to behaviors that contribute to workplace incidents that have a negative impact on the business. Safety is a fundamental component of operations, and it will be incorporated into all business relationships and processes.
  2. Personal Protective Equipment (PPE) Requirements
  3. Drivers entering the site are required to wear steel cap boots.
  4. Drivers entering the site must wear Hi-Visibility Garments with
  5. a minimum being a vest to be worn as an outer layer of clothing (Compliant to Health and Safety at Work Act 2015)..All commercial visitors to the administration building must
  6. Park vehicles in the designated parking area immediately to the right of the Administrative Office
  7. Register their attendance on site in the visitors’ book

  12. Ensure the visitor’s book is updated with their departure.

2.Traffic Management

  1. Truck drivers must adhere to traffic flow and follow any internal traffic signs.
  2. All traffic moves in a clockwise direction through the yard areas.
  3. Trucks must give way to pedestrians.
  4. Trucks must give way to reach stackers operating in the Manawatu Inland Port.
  5. Drivers are required to stay with their vehicles, or within the designated safe zone, unless directed to do so by a member of Manawatu Inland Port staff.

 

3 General access rules

  1. – Please note container traffic drivers are required to remain in their cabs during loading and unloading
  2. -Warehouse traffic drivers are required to utilize the safe zone during their loading and unloading operations, or remain within their cab.
  3. Pedestrians must use designated walkways at all times, where available.
  4. The maximum speed limit on the site is 20 km/hr.
  5. Drivers are not permitted to perform maintenance or cleaning activities on any vehicle whilst onsite.
  6. Drivers must be licensed to operate the truck and its configurations.
  7. The truck must be registered, roadworthy, and maintained to a condition as per the manufacturer’s recommendations.
  8. Drivers must unsecure the twist locks on all four corners of the container(s) before entering the operational area, it is recommended they perform this task immediately after checking in with container control on their arrival, before proceeding into the operational area.
  9. Drivers must secure the twist locks on all four corners of the container(s), or ensure their load is adequately secured (in the case of non-containerized cargo) prior to departing the site in the designated area.
  10. Drivers are not to walk under or drive under a suspended load.
  11. Ideally Container locating pins are to be painted but should be visible.
  12. Drivers must ensure all container locking pins are in the ready position for container loading or unloading. Please note Damage resulting from failure to correctly position container locking pins will be the responsibility of the driver.
  13. All container locking pins for all four corners of each container must be present and in working condition.
  14. Side loader trailers must have contrasting hi-visibility markings on the trailer arms.
  15. Intoxicants, illegal narcotics, and persons under the influence of them are not permitted on site.
  16. Any plant or property damage must be reported immediately to the office, prior to exiting the site

 

4. Entry to Sites

  1. Entry/access to the premises is entirely discretionary for Manawatu Inland Port.
  2. Nothing in this agreement gives any rights or entitlement to the entrant or any other person or entity.
  3. Notwithstanding any other provision in this agreement, Manawatu Inland Port reserves the right to refuse entry and access to the site and associated work areas to the entrant, the entrant’s workers or agents, in its sole discretion at any time.
  4. Obligations of Entrant The entrant shall:
  5. ensure all persons under the entrant’s control are compliant with the terms and conditions of this agreement, and any breach of this agreement by any persons under the entrant’s control will be deemed to be a breach of the agreement by the entrant
  6. unless otherwise agreed in writing between Manawatu Inland Port and the entrant, take out and maintain insurance policies for a minimum of $10 million to cover, as far as may be legally possible, all usual commercial and industrial risks, including, without limitation, public liability and motor vehicle third party liability insurance, and provide current evidence of such insurance policies if so requested by Manawatu Inland Port
  7. The entrants may be liable and pay for any loss or damage caused by the entrant or a person under the entrant’s control and, without limitation, shall at Manawatu Inland Port’s first request, remove any of the entrant’s vehicles, plant, machinery, equipment, and any other effects from the premises, and make good any loss or damage, if any, to the premises caused by the removal of the vehicles, plant, machinery, equipment or other effects, or otherwise caused by the actions of the entrant or persons under the entrant’s control
  8. notify Manawatu Inland Port immediately (or as soon as reasonably practicable) of any loss or damage to property or infrastructure caused by the entrant or persons under the entrant’s control

5.Container Park Access

  1. All truck drivers must have completed a simplified site induction prior to entering the operational areas of the Manawatu Inland Port.
  2. It is the driver/operators responsibility to ensure they are aware of the site requirements and loading-unloading process’
  3. Please contact the container controllers on site upon arrival if inductions or reviews of procedures are required.
  4. All visitors are required to follow the instructions of Manawatu Inland Port staff.
  5. All arrivals for collection of or receiving goods must be pre-booked via the Manawatu inland port website www.manawatuinlandport.co.nz.
  6. The Manawatu Inland Port may refuse service for any vehicles not previously booked to collect to deliver cargo.

6.Picking up a Container

  1. All container collections require the container number allocated, and the release number as issued by the customer before the vehicle will be granted access to the operational yard area.
  2. General Freight will be required to supply information regarding the cargo to be collected, load reference, customer details or specifications.
  3. The Manawatu Inland Port staff will record, manually and electronically the truck details, and the release details along with the container identification numbers.

 

7.Truck Arrival Procedure

  • When a truck arrives at Manawatu Inland Port, the Manawatu Inland Port staff will be required to note the container number, and or truck details. Where possible this is completed without the need for the driver to enter the office. If the details match an existing booking the driver will be signaled to enter the operational area.Arrival without a Notification
  • If a truck arrives at Manawatu Inland Port without a “Notification”, Manawatu Inland Port may not be able to service the vehicle. The driver should report to the container controller on duty to try to establish the required details, and where possible see if we can accommodate the container.
  • The Manawatu Inland Port must indemnify and keep indemnified the carrier in respect of any loss or damage or death or injury to any person as a consequence of:
    • any breach of this arrangement by Manawatu Inland Port
    • any negligent act or omission or wilful misconduct of Manawatu Inland Port and
    • any damage to the carrier’s property where such damage is the fault of Manawatu Inland Port
    • The carrier, Operator or contractor must indemnify the Manawatu Inland Port for
    • any breach of this agreement by the carrier, its drivers, agents, or contractors;
    • any negligent act or omission or wilful misconduct of the carrier, its drivers, agents, or contractors; and
    • any damage to Manawatu Inland Port property where such damage is the fault of the carrier, its drivers, agents, or contractors, except to the extent that such loss or damage is caused by a breach of this arrangement or an act or omission constituting negligence or wilful misconduct by the Manawatu Inland Port.

8.Fatigue Management

  1. Carriers are required by law to ensure drivers do not exceed their maximum regulated hours for driving and working. Manawatu Inland Port will assist in every way to notify carriers of current and possible delays at their operations.
  2. The Manawatu Inland Port similarly is required to manage the regulated hours of our operators and may suspend Operations for specific periods, at its discretion, to allow for suitable and appropriate rest breaks to be taken.
  3. All carriers are responsible for managing their driver’s hours, and carriers must change over drivers who have worked their maximum number of hours. If the carrier cannot change drivers, the carrier must withdraw and move the truck away from Manawatu Inland Port.
  4. Changeover of drivers within the Port is not authorized, this action must be taken prior to, or upon departure from the port operational area.
  5. Inland Port Opening Hours Day to Day Operations: Our standard operating hours are 0800 – 1600 Monday to Friday. Operating times outside of these can be made by prior arrangement. Charges may apply.
  6. The Manawatu Inland port strives for consistency and reliability in supplying its services however, from time-to-time circumstances outside of the Ports control will require curtailment or restriction, or adjustment of these hours or the scope of the operations. The Manawatu Inland port will endeavor to keep carriers aware of any issues that may affect its operations.

 

Example The Manawatu Inland Port may close in high wind conditions for safety reasons. Notices will be sent out advising of the likelihood of such as early as possible.
